Slug like creature with long breathing pipe
Moves a bit like a caterpillar. Transparent. 1inch long approx. When in water may have a row of visable legs of some kind. Breathing pipe reaches up to surface from its rear. In shallow stagnant water, Can anyone identify?

Sounds like it might be a rat-tailed maggot, these are the larvae of some hoverfly species.

It would probably be a rat tailed maggot as suggested by poschiavanus or possibly a soldier fly larvae, though that is less slug like as its body is clearly segmented.
