Unidentified Caterpillar

Hi there, whilst out with my girlfriend and the boys we came across this strange looking nest of caterpillars. When we came back a couple of hours later all bar a few of them had gone. There were a few inside the web like structure and a few on the underside. Has anyone seen anything like this before please? The photo was taken in South Wales.

Looks like a nest of young Lackey moth cats to me, but have been known to be wrong!
But on second look could be Buff Tips?? Think that 1st diagnosis could be correct...someone I'm sure will correct me...
