insect pupa for ID

Any ideas what this pupa belongs to ?
Found it on the outside of a water filled dustbin. Pupa about 8mm long

Its a puparium of a fly. Not sure which, of if its possible. Alot of flies have poorly understood early life stages. Although someone may know as it does look distinctive. Why not hatch it? remove it with a fine paint brush and place it in a jar.
