Dozens of caterpillars are on some Verbascum plants in my garden at the moment. They are all about one inch long. There were Mullein Moth caterpillars on this plant earlier in the summer, and it isn't them (unless early instars look completely unlike later ones?).

I'm not too sure, but the image reminds me of Elephant Hawkmoth caterpillars,
having said that I could be very wrong!! 
Not really my strong subject.

they are Angle Shades moth - Phlogophora meticulosa , in green and brown forms.
