I think this is because they want to upset as few people/voters as possible. Their dilemma is, how to address the environmental issue without affecting business ,the economy & their own election chances. The rest of the world have their own agenda too, just to compound things

As long as they paid their green tax on these flights, it'll be OK, because it makes the planes produce much less co2 !?
