Raptor i.d. help - unusual sighting

I saw this large raptor fly over just north of Brighton today. It's not one of our usual birds, and I'm struggling to i.d. it. Any help appreciated. Size-wise I'd say something of the order of a buzzard or red kite. The shots aren't great, but do show a distinctive white patch on its back, just above the tail.

I'll stick my neck out and say female Hen Harrier, but wait for other opinions.
