Bird ID help please


Hi all,
I took this yesterday, sorry for the quality but the light wasn't too good.
I think it's a kestrel but could it be a merlin?
any help greatly appreciated.

Female Kestrel for me too - you can just make out the reddish-brown on top of the head and on the shoulder, and the underside of the tail has the thin barring with thick bars at the bottom, whereas the female Merlin has thicker banding all along the tail (apparently )
