This is a Heron on my neighbours roof , the picture was taken during the summer.
It stayed ther for about 20 minutes.  |

I'm with Nige, it'll be watching for some pond or other water feature to be quiet from people/disturbance - its classic Heron behaviour to watch from a roof near back garden ponds, but not yours, obviously!

We get Heron flyovers every morning and evening - just to see if I've perhaps forgotten to put the net frame on the pond

I've seen Herons perched on a roof like this, though they then often get mobbed by the local Crows or gulls. |

The net frames are taken off during the day and put back on overnight as the Herons tend to make dawn/dusk raids but, thankfully, keep their distance during the day.
