Peculiar Partridges

Recently when driving late at night i have been seeing lots of partridges just sat in the roads or next to the roads, completely unphased by cars. They dont even get up when you drive past them, only when you appproach them on foot will they slowly get up and walk/fly off at the last minute. I was just wondering if anyone can give me a suggestion as to why they behave like this?

Are you sure they are partridges, they could be young pheasants being reared for the shooting season, the time of year is about right for it. Welcome to WHB by the way, don't be afraid to ask anything, no one bites here, well nearly no one.

Partridges often freeze when they see light from your car headlights. When you walk up to them they flush. Most bird behave like this.

Could be partridges released for shooting (I've seen lots of these, as well as released Pheasants recently).
