Mid October is generally what has been considered 'Scilly Season', but in recent years the popularity has declined because the 'quality' of the rare birds has dropped (perhaps due to a decline in the number of weather systems moving across the atlantic at the time).
There can be good photo opportunities for some birds on Scilly though (including Black Redstart and Firecrest as well as shore birds).

It can be - and scarce birds still turn up, as well as a few very rare ones.

Agree north Norfolk is a wonderful place.

A couple of other suggestions.

Islay - lots of birds overwintering and on migration but also many breeding species.

Gibraltar - I have not been but allegedly it is very good during spring and autumn migration.

Norfolk and go home via Minsmere.
Choose your time of the year though, and plan carefully as there is a lot to see.
