Unidentified bird of prey

Hello, on the way back from Upton heath in Dorset rescuing reptiles from the area of heath destroyed by fire we spotted this bird of prey flying over the motorway, the photo is not amazing because it was taken from the window of a moving car. I think its a Buzzard because i have found one picture on the RSPB identification page which looks to have a similar pattern on the wings, can anyone confirm my guess?
