I have seen Buzzards hovering using faster wingbeats!

Thanks everyone. I assume it's a behaviour that they develop for particular conditions. I have seen them hovering for very short spells but this was for quite a long time and I'd never seen that before.

Ok thats evolution in action then - they are learning from kestrels after all

I saw a Buzzard hovering quite nicely one day along the A14, head into a stiff northeasterly wind until a crow flew down and took a peck at it's tail feathers. It was actually quite comical as the Buzzard was just above treetop height and had to do some fancy flying to avoid a branch meeting.
