"Deadly" Bus shelter

After a night on the Town i was waiting for bus home when i noticed a couple of small bird corpses in the gutter in front of the clear perspex paneled bus shelter, on closer inspection discovered that said birds were a pair of Grey Wagtails.
As the birds showed no external injuries and just looked like they were asleep, i can only assume they had met their death by flying into the clear panels of the shelter!
Unfortunately the bus shelter is situated on a bridge over the river Lea in Hertford. Short of moving the shelter, what could be done to avert this happening again? don't know whether bus company or local authority are responsible for shelter!

I think the shelter may be the councils, approach both

I did read a couple of months back that a small number of Waxwings met their unfortunate demise in exactly the same way as their was a fruiting tree near to it.
