If you're talking about breeding pairs then there are several species with only a handful of breeding pairs such as Common Crane + Golden Oriole, whereas a new colonist such as Cattle Egret whichhas bred the last 2 seasons have only a couple of pairs, but likely to expand as a very successful, dynamic species.
Last year at least a couple of pairs of Icterine Warblers were discovered during fieldwork for the BTO atlas, so that could be a contender too.
Sounds a straightforward question, but depends on one's interpretation of it. |

All depends if your talking about rare to britain or rare locally.
Also would it be a rare breeding bird or something like a bird seen in britain only once, like the Tufted Puffin seen of the kent coast last year by about half a dozen people.
Aeshna5 mention common crane as a rarity but being just over half an hour from where they breed and seeing them at various times through the year they arn't so rare to me unlike say a capercallie which i've only seen once and have to travel over 450 miles to see.
I think the answer to your question will depend greatly on peoples point of view and what they see as a true british bird.

But even that brings up confusion....as something can still be classed as common (not rare)...but listed as endangered! lol
Would 'scarce' cover it?...forgetting locally rare or endangered....what is the British bird that we have least amount of in terms of number? (In the way that Marsh Harrier was once very scarce/rare/endangered?)
I remember this coming up during my degree...how people mix up rarity and endangered and vice versa...its all a tricky one to decipher
