Gulls and head flicking

I've just been observing two lbb gulls engaging in head flicking. I've seen it before and wondered what it was, has anyone got any knowledge about this?

They run up to one another on the roof tops and start flicking their heads so that their beaks point upwards, and continue to do this. Then one of them flew off and the other followed.

My guess is that it is courtship behaviour,or pair bonding of some kind Amoeba.

Do you know how long a pair sometimes bonds for? I thought it might be courtship but it seems a bit late in the year for any actual breeding going on. Maybe they court now, breed later?

It's interesting but hard to decipher from observation when they're always on the move, lol.
