A female goshawk might cause such a reaction, and would be much more serious a threat to adult rooks than a red kite. Your description does sound more like a kite though. Kites are quite languid in their movements. Gos tend not to hang around.

| | Re: New Forest Red Kite? I don't know about kites in the New Forest, but at 11.15 today, I saw my first red kite flying over Millbrook Road East in Southampton.
There was no mistaking its forked tail and the shape of its wings.
it was swooping over the roofs being mobbed by a group of crows. |
