Unidentified Bird of Prey

Hi,



Saw this over the local dog walking patch where we often see a Kestrel but this did not hover like a Kestrel instead it circled around the sky without flapping its wings. Its tail also looked strange because the black border seemed to thick,

Any Ideas?

I think I would still say kestrel,
the bar does seem thick though
