I know someone who does just that. He has a Long Eared Owl, I think it is, tethered to the fence. It got away a few times and the neighbours weren't too happy about it

I got the idea from a bloke in dawlish he had a damn great buzzard that used to land on his front gate and scare the s**t out of you when you walked past. then it'd go back to his perch. only got used to it when it was time to come back home.
