Rock Dove Tags

as i write there's a rather handsome rock dove feeding off the lawn next door- have never seen one here before (usually wood pigeons and collared doves) and my curiosity has been raised by the fact that it appears to be tripple-tagged- yellow on the left leg and orange and green (numbered) tags on the right one.
anyone able to explain this for me?

I would say that this would suggests a project of some sort, enabling the individual bird to be identified without being caught or trapped.
I would drop an e-mail to your local branch of English Nature I think it's called south of the border (Scottish Natural Heritage up here) and they just might be able to point you in the right direction (not a racing pigeon is it??)
