Is this a Ruff or a Redshank? The plumage looks like a ruff's but the colour on the beak is more like a Redshank.
Or am I wrong altogether?

I'm not sure, but I think its the non-breeding plumaged Ruff. Someone else will be along soon... |

To me it looks like the Ruff(Philomachus pugnax) looks like the female nice pic by the way

Definitely a ruff - as well as the plumage, also note the disproportionately small head. |
