"Tin" Woodpecker??
While walking down a local lane today I noticed a black woodpecker with red head, made out of what looked like a flat piece of tin plate (like a cut out) screwed to the wooden pole which carries the power lines to a village. it was about six feet from the top and had obviously been put there officially.

I've never seen this before, but I assume it's to deter real woodpeckers from using the pole. Anyone else seen these before?
