Agreed, Vespula vulgaris worker (female). It has a shorter abdomen (6 segments) than a male which has 7 . You can also see the broad stripe down the face and the yellow band behind the eye has a broken patch which indicate V. vulgaris. It moved very quickly, but with pausing these can be made out.
