I agree with what others have said about needing more cover to make the birds feel safer, another suggestion is that they like to have something to land on before they approach the feeders, we were having the same lack of success in my mums garden when I put in some poles for stuff to climb up. The unexpected result was that suddenly we had birds coming in, they'd land on the pole top, have a look around for the neighbours cats, then sweep in and grab some food. It could be a quick fix whilst other plants/ shrubs take time to establish.
