If I saw this in the UK, my first thought would have been Sea Rocket,
Cakile maritima. I don't think it's that exact species, but a close relative (of which, according to Wikipedia, there are a few in Europe and North America) seems a reasonable starting point.
I'm afraid, though, my knowledge of plants is strictly British (& British aliens), so I'm not going to venture any further opinion
