I can speak from experience when I say that not in all cases is it "innocent until proven guilty". We had an incident the other night when one of our guests knocked one of our panic alarms. The two officers who turned up "presumed" hubby and I to be telling them fibs, the presumed we were not who we said we were...dont know why, we were in our PJs, nothing on our feet, so why were they so rude and disbelieving. They treated us as if we were the baddies. They had attitude, were rude and arrogant. That is FACT.
I guess from your way of writing that you, larachmor, are either a serving policeman or an ex-policeman.
I don't care whether the person who left the dogs in the car was a policeman, policewoman, the old geezer down the street or the queen. The person did wrong and two dogs suffered before they died therefore deserving punishment.
