Hello ilia 123, by definition stagnant means standing still, not flowing, so the water in your sealed containers would be stagnant. Is your half barrel sunk into the ground? If it is why not remove some of the soil next to the tub and line it with plastic and puncture it a few times and then replace the soil and water well. Any overflow from the tub could go into the new boggy area
