Have a look at the link in my first post on this thread, nowhere is a police van mentioned, the dogs were in a private car, some cars do have air-conditioning. Also, if you did it you certainly wouldn't be charged until after an investigation.
If this police officer is found to be at fault, then I hope that he certainly is charged and thrown off the force.
