Perhaps a call to the local planning dept. and enquire as to why they do not appear to be following guidelines and ask what policy they use to determine EPS, Tree, Geology, Architectural etc. issues with applications.

I'm not aware of any interest group akin to bat groups who could lobby on behalf of trees.
