There is a legal duty to keep the highway clean if you are doing anything that will cause it to become soiled.
If an accident occurs due to the dirty road surface then the person responsible for the mud/soiling can be prosecuted by both the parties involved in the accident & the local highways authority, and should the accident involve serious injury or heaven forbid fatalities then a criminal prosecution will also be likely.
Badly soiled road surfaces should be reported to your local highways authority or alternatively to the police if you think there could be immediate danger of accidents occuring. |
