I would say that this would suggests a project of some sort, enabling the individual bird to be identified without being caught or trapped.
I would drop an e-mail to your local branch of English Nature I think it's called south of the border (Scottish Natural Heritage up here) and they just might be able to point you in the right direction (not a racing pigeon is it??)
