Pretty well every big engineering company will have an environmental dept these days. Why not try approaching these companies directly with your CV? I have two friends who graduated 2 years ago (1 with a masters deg, one with 2 years work experience) who work for an engineering company in Glasgow this way.
You could also try the yellow pages for small consultancies that perhaps dont have a strong web presence? In the meantime, you could start by volunteering your services while you look for work - it can only make you more employable at the end of the day...
