In my job I work closely with our local Council's Public Rights of Way people on a daily basis.
Bulls in fields where there is a Public Footpath - Not on! Contact your local Public Rights of Way people and report it!
The footpath through the park - are you SURE this is a definitive Public Right of Way? Again - your best bet is to contact your local Public Rights of Way people for details and advice. If it's a new housing development then sadly - I think you're going to get it diverted!
