It looks that new owners dont want to be bothered to take care of plants, so they just put pebbles in front of the house and leave a pot with a sad plant that it is replaced every time that die....and they are happy to have a big place for their 4 X 4 and the other cars.

That was one reason for the milton keynes model for new towns - very small gardens but one fifth of the city is green space most of it in the care of an independent trust who manage it for amenity, people and wildlife.
