This is useful in respect to static pages in terms of speed but in the case of dynamic pages ... i.e. WAB you may need to change the default setting.
i.e.
Explorer: Tools / Internet Options / General / Temporary Internet Files / Settings / Every time you start Internet Explorer.
Firefox: Automatic setting.

It already is set to do that, new versions of stored pages are automaticaly done and it always has been. Im guessing thats why every other website/ forum etc that i use doesn't have this problem, and as i suspected it is this web page and its own settings that are the problem. Though eeyore has pointed out that some isp have issues and he mentioned AOL who are my isp, though still its never been a problem in past.
Maybe its just that this website and its settings are not completely compatable with AOL and thats why there are some problems on my end with this website. Though i am sceptical as others have said that they too have to manualy refresh the page from time to time. What should be noted is that the refreshing of the page is a problem with the galleries on this website, because i dont have to refresh them when in the actual forum part or indeed anywere else... just with the pictures.
