the reason that wales isnt on the union jack is that when the first union flag was created in 1606 wales was already united with (or conquered by depending on your point of view) england. It is recognised as a principality of england by the creation of The Prince of wales and recognised on his coat of arms meaning that it would not be on the royal arms or national flag.

Interestingly none of the original celtic nations that composed what is now wales had a dragon as their embelem anyway - siluria had a Fox, while powys had an eagle - while dyfed, and henis wyren had already been invaded by irish tribes who didnt have national symbols long before the annexation of wales by england.

The dragon was the symbol of dumnonia which comprised modern day devon, dorset, somerset, and parts of wiltshire.

The dragon was adopted as a welsh symbol somewhat later

Leaving all that aside if we included wales on the UJ you could also make a case for including cornwall (kernow) whose flag is a "george" cross in white on a black feild (though original celtic kernow had the national symbol of a hawk)
