i had a problem with this on the trails i look after...yes i would rather see a dog doing it off the path in the wood than have some owners bag it and leave it in the car park. it does eventually get washed away leaving nothing . i approached the local council and they provided two bins for the purpose of disposal and are emptyed on a regular basis. if any one feels strongly about this issue approach the landowner and see if the same can't be implemented
