I think that cites (convention on International Trade in Endangered Species for those that dont know) only applies if species are taken from the wild - if they are provably captive bred or legally captive i'm not sure that it is a restriction.
the basic problem is that we are all wildlife enthusiasts/ experts - wheras i would suggest that david nj would be better off asking snake keepers in the uk who could give a more definitive picture of the law. Once good place to go would be
