Its is a Sedge Warbler as Alan said Reed Warblers are a lot plainer looking.
As for the Eye stripe a Reed Warbler only has a very narrow Supercilium and it is only from the beak to the middle of the eye and does not extend beyond the back of the eye.
The Sedge Warbler has a fairly broad Supercilium and it extends further back than the eye.
