With a small yappy dog I would as much as possible try to ignore it. If this doesn't work and it is still intent on having a go at your ankles then I would resort to aggresive behaviour myself. Run if possible towards the dog making as much noise as possible, stamping feet as mentioned earlier is a good tactic. Most small dogs take the hint that they are onto a loser and turn tail and flee. A bigger dog, can be a very different prospect and unless I was armed with something fairly substantial to protect myself I would not recomend agressive behaviour towards it, more on the lines of tying to calmly walk away whilst watching my back, difficult I know if you feel threatened.
