With Owls, yes you should get a licence from your Local Authority, but so many simply don't bother, there have loads of Barn Owls that survive a bad flight experience and break a wing that are then taken to well meaning souls that have a similar owl and if the sexes are ok, then they breed from them. After the Harry Potter films young birds were taken from nests etc.
