presumably they pay for the crossbows in the same way they pay for the white lightning , benson and hedges, waccy back , and coke - not to mention the trainers , hoodies, burbery coats, and half soverreign rings.
i dont think national service is the answer tho - all that would do is take cowardly little thugs and turn them into big hard thugs with firearms training
and as to giving them a good kicking i dont like your chances - unless you go team handed.
