It could be the psu but as the fan is working there must be some power there so unless it is only the power to the motherboard which has gone (unlikely) then I do think it is the motherboard. Since it is under warranty I'd be interested if Packard Bell will actually try to fix the motherboard or just fit a new one. I have just got two new motherboards and they were only £30 each.
