that makes perfect sense to me stu.
one point as regards the enamel badges tho is they probably dont need a massively high quality file to work from because they will not be directly reproducing it (as you do on mugs , t shirts, etc etc) rather they would use the design as guidance while they were creating a template of it in brass to hold the different colour enamel powders.
I've been speaking to some enamel badge manufactuers about doing one for work so i can send you the exact spec they demand for art work if you want (its at work but i'm in the office tommorow so i'll bang it over to you then)
