There are circumstances where this is a problem, though I suspect the most ardent birders will simply say that this is all part of the deal. I don't think that it is possible to exclude pigeons in terms of agility unless you go for a perch free system which will greatly limit the number of species that can access the feeder. What will work is limiting access by size, the practicalities of this will depend on location and feeder type.
My only experience is in limiting ground feeding access by putting the feed in areas shielded by shrubs, and of putting feeders actually into the body of a shrub. This certainly excludes the larger birds though I'm not sure that this could be widely applied with much success as problems with cats, squirrels etc seem likely.
