a lot of new versions (after 2003) don't unfortunately - why they took this out of the xp standard package is anyones guess
If you dont have photo editor - as KtKtKt says picasa is a good option - or GIMP from Gnu soft (also a free download) be careful how you search for it tho
- or just google freeware photo editors - there are a fair few to choose from
also stu took the size limit off the forum and unid'd galleries - smaller is still better re upload times but you can upload your pics without resizing so long as you dont try and put them in the subject galleries
